This fund supports disaster recovery for those survivors with unmet needs that cannot be addressed through other forms of assistance.

  • Program is seldom used; dollar awards are low and eligibility guidelines are rigid
  • Used ONLY if a need cannot be met through other available resources in the following categories:
    • Disaster-related home repair and rebuilding assistance
    • Disaster related unmet needs (health and safety measures, evacuation costs, assistance to self-employed persons (with now employees) to re-establish their business
    • Alleviate human suffering and promote the well being of disaster victims: can be provided to individual disaster victims or to benefit a group of disaster victims
  • Not intended to provide assistance for victims of terrorist attacks
  • No formal application procedure; awarded decisions are based on open communications between FEMA administrators and the agencies, volunteers, and professionals who provide direct assistance to those in need
  • Red Cross/Salvation Army generally make recommendations for Cora Brown recipients to the FEMA regional director.  Government representatives are also welcome to forward recommendations to the director
  • Awards are determined on a case-by-case basis, although the frequently range from $2.000 to $10,000
